The Bexar Central Appraisal District (BCAD), established in 1979 following the Texas Property Tax Code’s enactment, is committed to transparency, trust, and teamwork in property valuation across Bexar County. Board of Directors

The Board of Directors serves as the governing body of the Bexar Central Appraisal District and holds the authority to establish policies that guide the district’s operations. In this capacity, the board makes key decisions that directly affect the administration of property tax appraisal. Among its responsibilities are the appointment of the Chief Appraiser, the Taxpayer Liaison Officer, and the officers of the Appraisal Review Board. The board also exercises oversight over the district’s financial management, including the approval of significant contracts, the selection of auditors, and the adoption of the annual budget. Through these duties, the board ensures that the Bexar Central Appraisal District operates with transparency, accountability, and fiscal integrity.

 How the Board Is Selected

Under Chapter 6 of the Texas Property Tax Code (§ 6.03), as amended by Senate Bill 2 (2023, effective July 1, 2024), the Bexar Central Appraisal District is governed by a nine-member board. Five directors are appointed by the taxing units within the district, including the county, cities, school districts, and the junior college district, and serve staggered four-year terms beginning January 1 of even-numbered years in accordance with Tax Code § 6.0301(a). To establish this rotation, SB 2 transition provisions beginning with the 2026 board cycle may require some appointed members to serve initial one-year terms.
 
Three directors are elected at large by the voters of Bexar County in the November general election of even-numbered years as required by Tax Code § 6.03(a-1) and Election Code § 41.001, with terms beginning January 1 of the year following the election under Tax Code § 6.0301(e). Like the appointed members, elected directors serve staggered four-year terms, and SB 2 provides for initial two-year terms in 2026 to create the staggered cycle. The ninth member of the board is the Bexar County Tax Assessor-Collector, who serves automatically in an ex officio voting capacity under Tax Code § 6.03(a).

PROPOSED BOARD MEETINGS (Subject to change)

The Board of Directors of the Bexar Central Appraisal District holds regular meetings at least once every quarter to ensure timely and effective governance. These meetings typically take place on the second Monday of each month at the district located at 411 North Frio Street, although the Board may occasionally choose an alternate location. To maintain transparency and accommodate those who cannot attend in person, the meetings are also broadcast live online. This allows broader access to the proceedings and supports the district’s commitment to openness. Further enhancing accessibility, recordings of each meeting are promptly made available on the district’s website within three business days (no later than 72 hours) of the meeting’s conclusion. These recordings can be accessed by the public for a minimum of 365 days after being posted, ensuring that stakeholders have ample opportunity to review the discussions and decisions made by the Board. The copies of video or audio files can be downloaded directly from our website. Any documents not listed on our website can be obtained by submitting an Open Records Request by mail, fax, e-mail, in person, or to our Help Center at https://help.bcad.org/hc/en-us (Select Open Records from Request Type drop-down.)
