The Appraisal Review Board’s Role in the Property Tax System

Per the Texas Property Tax Code, the Appraisal Review Board (ARB) is the judicial part of the system and is a separate and independent entity from the Bexar Central Appraisal District.

An ARB is a group of citizens authorized to resolve disputes between property owners and appraisal districts. ARB members are locally appointed to serve two-year terms on their local ARB where they hear taxpayer protests and taxing unit challenges. They are responsible for hearing property tax protests on appraisal issues, exemption denials, and special use appraisals. They have no role in the daily operations of the appraisal office or appraising property except when deciding a protest, challenge, or correction motion.

ARB applicants must be available for a possible 40-hour work week from June through October, and a Bexar County resident for at least the past two years. Applicants cannot have served all or part of three previous terms on the Appraisal Review Board. Additionally, applicants, or their spouse, cannot have a current contract with a taxing unit.
