The Bexar Appraisal District Board of Directors adopted an annual reappraisal plan for the 2025 and 2026 tax years as proposed by the district and as required by Texas Property Tax Code Section 6.05 (i) at its September 10, 2024 meeting. Language was added to the proposed plan regarding values for properties who have appealed and settled their market value.
Further direction was given to the district by the board of directors at its September 16, 2024 meeting, clarifying that the market value of 2024 appeal resolutions will be the basis for the 2025 market value unless there is clear and convincing evidence under Texas Property Code Section 23.01(e) to adjust it.
Additionally, beginning in the 2025 appraisal year, the market value for appeals that are resolved through an informal meeting or Appraisal Review Board formal hearing and are not appealed to arbitration, SOAH, or litigation will remain the market value for the 2026 appraisal year unless there is new construction or improvements, change in characteristics or if there is evidence of a further reduction in value.
While the district’s reappraisal plan has always required clear and convincing evidence for market value increases, the additional language approved by the board further defines how a contested property will be reevaluated in the year following an appeal. Property owners should note that while market values may remain the same in the next tax year, they may experience a change in their tax bill depending on established tax rates and applicable homestead cap or circuit breaker limitation calculations.
In a year in which three newly elected board members brought new ideas and promoted more public involvement, the Bexar Appraisal District is grateful for the collaborative effort amongst the entire board to incorporate operating language that allows the appraisal district to continue to meet its legal mandates.
